Print Subsystem Error Message??????

I click on my Add Printer Icon and this message pops up...

Printer Operation cannot continue due to lack of
resources. The Print Subsystem is unavailable....

I cant add my printer because of this problem.... i
figured if i upgraded my windows to XP then it would fix
the problem automaticaly.... but i dont have the cash to
do that right now....
