Preview Pane Stopping Attachments

I have a strange problem.

When the users have the preview pane turned on, they cannot always see
attachments (these in particular are PDF, but it is not limited to
them.) If I click on the message in the inbox to open it, they still
cannot see the attachment. The message doesn't even indicate that it
has an attachment.

Now, if I turn the Preview Pane off, then they can see the attachments
in the message.

Preview Pane, no attachments, and no way to know that one has been
sent. It simply doesn't show that an attachment was sent, either
within the Preview Pane itself OR in the message itself,
double-clicking it, not using the Preview Pane to view it.

Turning the Preview Pane off and magically the attachments show up.

Thank you for any help here. As best I can tell, these are not things
that are blocked, just wierd behavior.
