Prevent Users from Installing software

I am an administrator of a school network. Each user has
their own account and they are just Users and they do not
have permission to install locally on the workstations.
This works. They are not allowed to install any software
from the disk drive or floppy drives. BUT all of these
people install ABSOLUTELY EVERYTHING that is on the
internet. It is incredible! Each day I come to work I have
100 new pieces of cr*"*"p software on my mcahines.

I don't have the luxury of a Win2K Server with AD and the
way that the last admin left the network is a mess.
I am looking at Group Policies but they do not seem to be
what they are cracked up to be...

What can I do in Win2K Pro to prevent users from
installing software from the internet? I have a WinNT 4.0
Server as the network server.

What I did was create a local policy through the mmc (local policy snap in). Then went to \\user config\administrative templates\system\dont run specified programs. There I told the local pc's to not run Setup.exe and Install.exe to avoid the users installing software. They can still copy crude over but it at least stopped the installations
