Prevent remote shutdown of server

Is there any way to dissable remote shutdown or restarting of terminal server
as I have users who need ADMIN rigths, but forget they are a remote and will shutdown server on occasion.

Must they be admins or could they be power users. If they could be power
users, change them to power users and change local policy to only allow
admin to shutdown machine. Or, if they must be admin, create a group called
shutdown, and change local policy so only this group can shutdown the
system. Then add those that need shutdown privleges. I haven't done this,
but believe it will work.
