Prevent new connections

[Crystal]

I'm looking for code that will put a database in a state
wherein users cannot open it. I'm trying to do this from
a separate database I'll be using as an administrator
tool.

I will:
1) choose a database using the open file dialog
2) get a list of all the users who are currently in the
dbs from the ldb
3) be able to check a checkbox that will keep users from
opening the database

Any suggestions?
