prevent change to IE settings

how can I prevent users from manually making changes to the IE settings on
their workstations ?

I was told to look at IEAK, but thought that's good for new roll-out only,
more suitable for ISP company

But I wish to enforce this to my existing clients PC. Can AD GPO do it ?
