Prevent Application Shutdown

I have a remote control program running on a workstation that users access.
One user keeps shutting down the application which prevents the next person
from remotely connecting to the machine. There is no option within the app
to not have it shutdown (it can and does run as a service). Anyone know of a
way to prevent this user from shutting down the application?

If it runs as a service you can change permissions to the service so that
only specific users/groups can stop it. You can use subinacl to do such. The
