PRESS F11 to Start Recovery

When I start up my compuer I get a sreen that says "Press F11 to start
recovery" (no recovery cd in drive) I hit F11 it goes in to System Recovery
but I get a message stating "cannot format user partiton !" "System Restore
cannot continue !"

Someone or somehow it (recovery) was activated,if no data is to be lost from
the OS,install recovery cd & run.This simply returns pc to "as it left the
factory"
condition...

I have roughly the same problem, i have to press F11 upon startup to launch
the recovery program. But when i do this nothing seems to happen, it just
goes on as normal. the 2nd way of doing it is by going to programs>>>packard
bell support>>>smart restore but once again the option to launch the recovery
program does not appear. I dont know what to do now.
