Preparing a HTML email

What is most handy way prepare HTML email in Outlook? (meaning custom HTML
code created manually, not just select HTML format)

I've tried prepare a html file, then insert it into email body via menu
Insert > File > Insert as text -but this provide bad results, since original
html code are cutted, damaged, etc. So this way is bad.

Is there good alternative?

Thanks
