Prenvent user from changing the desktop

Hi im under Windows 2003

I have a windows xp workstation

How can i prevent the user from deleting the internet explorer icon on the
desktop with the "delete" keyboard key

I have enable "Don't save settings at exit" for the desktop but iot dont
seem to work

Help me please

Are any of the users Administrative Types?

If not, Cut/Paste the icon into C:\Documents and Settings\All Users\Desktop
and remove icons for the user accounts C:\Documents and
Settings\[USERNAME]\Desktop
