PPPoE option still greyed out

I don't know what exactly I did, but the dial-up
and PPPoE connections are greyed out in New Connection
wizard.

Tried deleting the NextID value in the registry
Tried deleting the Telephoney Key
Did an in-place upgrade of xp.
It is still greyed out.

Any suggestions?
