power user

Would anyone be willing to tell me how to setup a power
user with Internet privilidges?
Machine is laptop running Win2K w/ current service packs
installed. Internet access is via cable modem. Admin
account works fine.
I was thinking that it would be easy. Well it may be, but
it isn't obvious to me.

A power user should be able to access the Internet or a regular user for
that matter.
Do you receive any error messages?
