Power light blinking yellow

I have a desktop that seems to have no power or partial power. WHen
pressed, the power light blinks yellow, the fan doesn't turn on,
nothing except for the blinking. I tried replacing the video card, a
new power supply and same thing happens. Any help would be
appreciated.
