POssible Corrupt Windows Installer

Problem: my new Dell with Windows XP home edition has
developed a problem with its windows installer. It
happened after I was infected with a couple of viruses
that Norton AV quarantined. Then Norton stopped working
properly and so I uninstalled it and tried to reinstall it
that's when I discovered the problem. The error is: Error
1304 Error writing to file C:\program
files\symantec_client_Security\symantec
Antivirus\SCANDRES.dll Verify that you have access to that
directory. Then it rollsback the installation. I have
tried to load the newest version and several older
versions of Norton AV and a new version of McAfee with the
same results.
Question: How can I reinstall just the Windows Installer?
or, do I need to reinstall the Windows XP OS? Can I run a
command that just deletes the OS and not my files much
like the old Deltree command and if so what EXACTLY is the
command needed to delete just the OS so I can reload
Windows XP home ED? Thanks in advance for the help.

Error 1304 indicates a problems with your CD drive or media. This was
written about installing MSOffice, but the problem is the same:

OFF: "Error 1304: Error Writing to the File" When You Install Office XP or
Office 2000

.Problem is I'm not installing any of these programs
using a CD, they are being installed from a 512 MB pen
drive.
Any other possibilities?

Why aren't you installing from the Norton disks? Evidentally, it is not
going to allow you to install from a copy on a pen drive.
