I uninstalled Norton 360 and now ports 80, 443, & 21 are reporting closed.
What could (if another 3rd party program) or would cause this?

Uninstall also Symatec LiveUpdate and LiveReg

Reboot

Locate and run System Removal Tool (NOTE: This removals all Symantec,
ACT! and Tab Works products. Follow directions.)

Reboot

Check with Windows XP (SP2 or greater) built-in firewall.

Hi
Ports per-se are never closed. When ports are closed it means that there is
an application (like Firewall), or an hardware component (like a Router)
that blocking it.
However, I can not tell you more unless you explain what your Network system
is consist of, and how you find out that a port is blocked.

Thanks for the info but I took it in to my school's tech service center
yesterday to let them handle it.
