Ports and opening and closing ports

Is there a way to view open and closed ports and to open
or close ports in windows XP? If so, how do I do this?

this really does not help me...

I want to see if port 25 and 110 for example are shut
off. I am not using the windows XP firewall. The reason
I want to check this is because I am unable to connect to
email server. I can not even telenet to mail.myisp.com on
port 25

I can connect at another computer on the same network just
fine and can telenet to it just fine also.

Any ideas?
