POP3 - Error when connecting

I was working fine both receiving and sending. All of a sudden I could no
longer receive emails. I have begun receiving the following error when
trying to connect:

Log onto incoming mail server (POP3): The specified server was found, but
there was no response from the server...

My sys admin has confirmed that my settings are correct. I have rebooted
and I have opened and closed Outlook 2003 a number of times. Any
suggestions? The IMAP alternative is less than desired.

Are you certain there is no problem with the server? That's what seems
indicated.

Yes and no - I have been assured by our Sys Admin folks that it is not a
server issue. However, the fact that it works fine with IMAP seems to point
me more that direction.

Can you telnet to the POP3 port on which the server is supposed to be
listening? Open a command line window and enter

telnet yourserver 110

If you don't get a response, that proves it's the server.
