Pop-up windows

when i'm using internet explorer and i click on a link that
can only open through a pop-up window, the pop-up window
doesn't open. well, the actual window does, but that's all
that happens. a new window opens up, but it doesn't load.
it just stays a blank window. nothing happens. why does it
do this? is there any way i can fix this?????
