Pop up Protecton bar is not there since I removed the shortcut ...

The popup Protection Bar was there and working and then I deleted the
shortcut to Windows Marketplace. Now the popup protection bar is gone. I
tested it at the ebay homepage, where it says "Live Help" which should open a
popup. It does not open a popup, not does a message show on the popup
protection bar. Instead, there is only the Links bar where there used to be
the popup protection bar.
How can I get that bar back? There currently is no way to open a popup
window when I want to. I had told it to open this popup, that I am now
writing on, before I deleted the shortcut, when the protection bar was
working.

If you mean the Pop-Ups Blocker on the IE not your AV, try this:
Click on Tools >> Internet Options >> Click on Privacy Tab under this option
check this check box:
Pop-up Blocker
Prevent most pop-up windows from appearing.
[ √ ] Block Pop-Ups [Settings ..]
Click on settings button to access the Pop-up blcoker settings.
Under the option:
Notifications and Filter Level check these boxes:
[ √ ] Play a sound when a pop-up is blocked.
[ √ ] Show Information Bar when a pop-up is blocked.

And you can set the Filter leve to Medium or Medium Hogh or Hiegh;
Filter level:
[ Medium: Block most automatic po-ups â–¼ ]
Click Close to fconfirm your settings.

Then Click on Security Tab and while the Glob is Highlighted click on
Custom level button.
On Security Settings scroll down to this option:
[&] Use Pop-up Blocker
( ) Disable
(*) Enable select this Radio Button

Click [OK] to apply your changes and [OK] again to close the IE Properties
window and you are dine.
Try to to Open whichever page and see if the Pop-Blocker willl give you a
warning to block or to allow.
Another try to Click/Right click on the Double Link| >> and see if your
Pop-up Blocker is there.
