It depends on the *kind* of popups you're getting.
Could they be Messenger Service popups? Have a look here:

If that doesn't apply, it could very well be due to spyware actually installed on your computer.
Do the following:
Download Spybot - Search & Destroy:
http://spybot.eon.net.au/
It looks for spyware, but also targets dialers, keyloggers, and other nasties, and it's freeware.
After installing, first press Online, and search for, put a check mark at, and install all updates.
Next, close all Internet Explorer windows, hit 'Check for Problems', and have SpyBot remove all
it finds.
When you've done all that, test your system, and see whether your problem is gone.
If it isn't go to
http://www.tomcoyote.org/hjt/ , and download Hijack This.
Unzip, doubleclick HijackThis.exe, and hit "Scan".
When the scan is finished, the "Scan" button will change into a "Save Log" button.
Press that, and save the log somewhere.
NOTE: Most of what Hijack This lists will be harmless or even required, so do NOT fix anything yet.
Next, go to
http://www.spywareinfo.com/forums/
Sign in, go to the Browser Hijacking/Spyware Removal section, press "new topic", explain your
problem, and copy and
paste the contents of the Hijack This log into your new message. You'll get expert assistance in
dealing with your problem.
