pop 3 failures

XP...XP Office w/ Outlook 2002... Outlook express 6..current on all updates
including SP3..

When I first start my PC in the morning and check my e-mail through Outlook
2002 and Outlook express (different accounts for different applications)
everything runs great. Sometimes one pop 3 account may have a problem but
generally everything is fine. I'll then hit the internet IE7 for news and
such and then sometimes, not all the time, both Outlook and Outlook Express
fail to get mail from all e-mail accounts. Just quits working. I ultimately
need to restart the computer, then everything is fine. IE7 continues to work
during the failure. Using Norton, but not getting any notifications.

Any suggestions as to the cause or how I might rectify the problem without a
restart.

Please enable the view of the send/receive progress and post any error
messages and/or numbers in their entirety.

If Norton is intergrated with your mail apps, uninstall Norton, use the tool
on Norton site to completely remove, clear your temp files, reboot and
retest
Allthough IMO sounds more like a win problem
Check also Event Viewer for any indicators.

In outlook 2002 the error is Task 'steve bdmc - Sending and Receiving'
reported error (0x8004210A) : 'The operation timed out waiting for a response
from the receiving (POP) server. If you continue to receive this message,
contact your server administrator or Internet service provider (ISP).'

In express the error is: A time-out occurred while communicating with the
server. Account: 'Dux Raging', Server: 'pop.1and1.com', Protocol: POP3, Port:
110, Secure(SSL): No, Error Number: 0x800CCC19

I've review the KB article about installing SP3 to solve this. I have done
that. I have also removed Norton and reinstalled after clearing the registry.

No Joy to any of these.

When you reinstalled Norton did you leave out the mail scanning feature?

Well uninstall Norton again
If you choose to reinstall Norton do NOT use the outlook intergration

These problems look very similar to yours. And they also tend to indicate a
recently introduced bug.
I feel that Microsoft should look into this bad issue.
