If the printer isn't fairly new or expensive it could simply be due to
the low resolution. Unlike ink the toner doesn't bleed or spread at
all, so the same dot-pitch looks worse from a laser printer.
You might also try different dithering if that option is available.
What kind of printer, brand and model? What driver? What settings used,
dpi, etc? How much ram? Postscript?
