Policy not being applied to reference at this time

I am getting the following error appearing intermitently after
rebuilding my project. Sometimes a simple rebuild will fix it, other
times randomly stopping and starting the WWW service fixes it. Is this
a known bug and is there a patch for it or anything I can do that will
sort it every time? It is quite irritating.
