Please help with outlook

I can Recieve e-mail with outlook express but I cant send
I keep getting this error msg

The message could not be sent because the server rejected
the sender's e-mail address. The sender's e-mail address
was '(e-mail address removed)'. Subject 'Re: Test',
Account: 'pop.pacbell.yahoo.com',
Server: 'smtp.pacbell.yahoo.com', Protocol: SMTP, Server
Response: '530 authentication required - for help go to
http://help.yahoo.com/help/us/mail/pop/pop-11.html',
Port: 25, Secure(SSL): No, Server Error: 530, Error
Number: 0x800CCC78

This error is usually caused by not being connected to the internet with the same ISP as you are
trying to check your mail. This may not even apply in your situation, though. They may have a
special authentication server that you need to use for outgoing mail. Also,
you may need to have an authentication setting checked in Outlook.
Here is yahoo's page on the error you are getting. Click on the Outlook link for instructions on how
to configure your outlook to send mail.

I copied and pasted the instructions:

Important: The Yahoo! Mail SMTP server now requires authentication. To turn this setting on, follow
these steps:

1.. From the Tools menu, choose "Accounts."
2.. Select the "Mail" tab.
3.. Select your Yahoo! Mail account and click "Properties."
4.. Click on the "Servers" tab.
5.. Check the box next to "My Server Requires Authentication."
6.. Please make sure that "Log on using Secure Password Authentication" is NOT checked.
7.. Click "OK."
