Please Help! Detailed file question but necessary

Hello. Purchased my new dell pc approx 1 week ago. Loaded additional software
but then was having problems. Per a Dell Rep after troubleshooting he came
to the conclusion that I needed to fully "restore" my pc. Note: not the
windows xp "restore" but rather the Dell "restore" which puts the pc into the
state of when I first opened the box. Since then everything has been working
fine.

Yesterday though, my webroot antispysweeper software alerted me "detected
new program that will start when windows starts. If you just installed or
updated a program, including windows updates you should not remove these
items." The file name when I go into run>msconfig is as follows: Startup
item is dumprep 0-u; command is %systemroot%\system32\dumprep 0-u and
location is HKLM\Software\Microsoft\Windows\CurrentVersion\Run.

In short, Webroot is asking me to keep or delete this from startup. If I
recall correctly, I may have installed windows updates the day before the
alert message, but I know I turned on my pc a few times after that and so I
ask myself why didn't the alert message show up then. In addition, I'm
thinking to myself maybe when the Dell Rep had me do the Dell "restore" did
it create that startup file.

Can I UNcheck it from the startup tab? If I uncheck it will a function of
windowsxp not work? Is it a vital startup file for windowsxp? Is it spyware?
What is that file used for? Why did it barely show up now? Thank you in

Dump prep is the utility that help with the memory dump that happens after a
computer crash. it is often added to the registry and removed once its
finished.
