Plain Text Recipient Warning

Is this an Outlook warning or possibly something else? I
searched for it on the net and found less than a hand full
of mentions, no indication that it is a built-in warning.
I found one mention of someone getting it in 2000, I got
it in 2002.

The title says "Plain Text Recipient Warning"
The body says "You are sending this message in Microsoft
Outlook Rich Text Format (RTF). Some of the recipients
prefer to receive only plain text messages. How would you
like to send this message?"
Three buttons:
"Send RTF" with the description "Sends the message as
Microsoft Outlook Rich Text (RTF). Some of the recipients
may see RTF tags in the message."
"Send Plain Text" with the description "Sends the message
as plain text. Any formatting that you have done will be
lost."
"Cancel" with the description "Returns to editing the
message."

One of the contacts to whom you are addressing the message has a property
set (and which you must have set, since it's in your Contacts folder) that
states that this person should be sent only Plain Text messages. You can
either ignore this setting, as outlined by one of the choices the popup gave
you, or send the message as plain text, which is what I think you should do.
Afterward, you can locate the contact and change the setting if you wish.
