Ping, but no connect across subnets

NT4 domain, 2 subnets, name resolution via WINS. Computers on both subnets
can see each other just fine. However...

One WinXP SP1 computer can ping computers on the other subnet by name (which
tells me WINS is working on the machine), but it can't connect to a remote
server on the other subnet. IP config is by DHCP, same as all the other
computers, and IPCONFIG /ALL looks normal.

Manually entering WINS servers in TCP/IP properties doesn't help. Changing
NetBIOS over TCP/IP to "enable" doesn't help.

Ideas?

What means 'connect'?

Can't use shared resources. For example, when I try to browse computers on
the other subnet from My Network Places I get a "network path not found"
message. Basically, I have TCP/IP connectivity to the other subnet but not
MS Network connectivity.

BTW, I've removed & reinstalled the MS Client, MS Server and QoS services
with no change.
