Pin to Start Menu Shortcuts

I have created some shortcuts for the desktop and All Programs menu. If I
create shortcuts for the Start Menu, they appear at the top of the All
Programs menu. I am trying to create shortcuts that appear on the upper left
side of the start menu. If you open All Programs menu and right click on a
shortcut, then click Pin to Start Menu it will create a shortcut where I want
it. I am trying to do this from TD though. I have also tried creating a .reg
file, but it will not create these shortcuts for all users or for .Default
keys. The .reg must be user specific and I need something that will work for
any image. I've googled this and the best I can find is to write a script. I
don't know anything about writing scripts, but this may be a good time to
learn. I would think that there is a way from TD. Any ideas?

I did some more googling and found this method that worked.
1. Set the pinned items the way that you want.
2. Open regedit and navigate to the following key:
[HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\StartPage]
3. Export the above key to a reg file.
4. Using Notepad or a similar text editor, open the reg file and remove all
values EXCEPT FavoritesChanges, FavoritesResolve, and Favorites.
5. Import reg file to into component.
