pictures will not open in Outlook 2003 first time

I can't seem to find an answer. When I click on the picture in Outlook 2003
it does not open but the red x disappears. If I close the message and then
re-open it and then right click the red ex, the pictures will open, but never
the first time, only the second time I open the email. Any Ideas?

I should add that this is a recent development, not sure exactly when it
happened as I usually don't open pictures in emails. But it may have been
after installing IE7 if that helps any of you wonderful geeks out there to
diagnose the problem. It's very annoying.
