Phone and modem tools settings difficilty

When I double-click the control panel - phone and modem options, I get a
window called - Location Information. I understand what is required but when
I try to choose a country/region, the pull-down window is completely missing
- the menu is completely blank. Thus, I cannot use my installed modem. How
do I fix this problem?

First, make sure you have all updates and patches installed, then...

Unfortunately, this is a problem with the installed component. You can
start by uninstalling the modem and reinstalling it -- reboot and let it
find it. (Do this from the device manager; you needn't pull the card.) You
will need your disks for the OS and the modem to reload it. Make sure you
let it re-install rather than just skipping and using the setup already
there.

If that doesn't work... you will need to pull the modem and networking
components to make it re-install all of it.

Finally, if that doesn't work. Back up your important stuff, and re-install
the OS on top of itself. You shouldn't lose anything at all.... but the
word shouldn't has caused more IT problems than anything so don't skip the
backup step. Then you will need to re-apply patches and service packs
(unless you created a slipstream media with all of them there already.)
