Phone and modem Option

Hi
In control panel,

While clicking on "Phone and Modem Option" its giving an error "Phone and
modem control panel can not be opened, you amy have problem starting
telephone service".
Clicked on "ok" button
Again by clicking on the same button, its opening properly.
what can be cause of this error.

I had the same problem, there are some registry keys missing....
At the call, the error is shown AND the registry keys are created.

I remember that I used a registry tracker to find the right values...
