permissions tab missing in properties of outlook folders

I have a problem.
A user want to use her outlook to give permission for some other users to
access one of her outlook folders.
choosing properties of a folder does not show permissions tab as all other.

she have:
Win XP
Office XP

Can you help me?

neo [mvp outlook]

The tab would go missing if the folder is in a personal folders (PST) file.

The tab could also go missing if something is amiss with the Exchange
addins. See Tools > Options > Other > Advanced Options > AddIn Manager and
Help > About Microsoft Outlook > Disabled Items to see if the Exchange
extensions are selected to to be loaded and/or if Outlook has decided to
disable them.

I was thinking for a sec. that she didn't have OWNER rights to the public
folder. Any chance that the user added the public folder to her public
folder favorites and see is working with an offline copy of said folder?

I could not find the error, so I solved it by renewing the image on her pc.
