Permissions - how to get into a database that has them set

A client gave me a Access 97 db that is very, very old. It hasn't been used
in 10 years. The reason why is they can't open the file. It gives a message
when you double click the file that reads "You do not have the necessary
permissions to open the TEST.MSB object. Have your system administrator or
the person who created this object establish the appropriate permissions for
you."

So, how can I get into the file?

You'll need either the workgroup file and admin logon credentials or a
hacking tool.
