Permanent resets or hangs!

Hello!
Welcome all of You! My comp keeps on resetting. I have to turn it on about
ten times when it comes stable. It can hang or reset in every situation:
during initializtion, in Bios, in system. It isn't overheating of CPU
because just after start comp may hang. Once I was almost sure that it is
fault of graphic card( because GPU is very hot, and signs were visible on
the screen. Recently My pal had almost the same problem where all fault was
by the side of CPU. Now I don't have cash for new one so I'm looking for
different reasons:). I will be grateful for any valuable answers!

Duron 800MHz, ECS K7VTA3, 128MB DDRAM 333MHZ, Riva TNT 32MB M64

Examine the motherboard for failed capacitors... domed,
vented tops, residue around them, particularly the larger
ones about the AGP, memory, and CPU socket.

Could be power supply instead, or both, one contributing to
demise of the other. Take voltage readings of PSU with
multimeter if possible. Try swapping in another PSU if you
have one. At a certain point it must be considered how much
$$ to pour into an old Duron 800 box instead of building
something new from scratch.
