PDF won't open on another XP system

Hello. I am not an expert on PDFs, so I hope you can help me out.

I run XP Pro. I scanned a document and made a PDF out of the image
file. Then I emailed the PDF to someone who works in a small office.

The problem is that they couldn't open it. As a test, I sent the
PDF to someone else who was able to open it.

I have never had this problem before. Does anyone recognise its
cause?

Is it likely to do with security on the office's samll LAN?

Is it likely to be a problem with the PDF or XP security?

What e-mail client does the person use? Do they have a pdf reader like Adobe
or Foxit? Can they open it if they save it to their hard drive first?

XP doesn't have a native PDF viewer.

The recipient has to have a 3rd party program to be able to read a PDF file.

Two questions for you:

1. Exactly what does "they couldn't open it" mean? How did he try?
What happened when he tried? If he got an error message, please quote
it verbatim?

2. Is the E-mail recipient able to open other pdf files, or is he not
able to open any pdf files?
