PDF reader choice?

If you still have a copy of the PDF, try running it through GhostScript,
and see what construct it barfs on. (GhostScript can be run from
the command prompt, and the interactive output can provide a hint
as to what is broken.)

Some people who own PDF creation tools, haven't a clue how to set
up the security features on their tool, leading to the situation
you describe.

Interesting idea.
Unfortunately I don't remember which pdf of thousands it was
but I do have it since it was a bid quote.
IIRC, the same contractor sent several that I could not read.
If I find it I'll run it through GS.
