PCs freezing on "Applying Computer Settings"

We have installed a new 2003 small business server and all new xp pcs.
However since they went in, each PC freezes intermittantly on "Applying
Computer Settings". It may eventually log in after about 30 minutes or if we
just shut them down and restart, they will log in fine. This is happening
every 2-3 days for each PC.
They weren't doing it at all during the build and the only difference now is
that i ran all the updates. Any ideas?

what does services.msc say?
