can I install my xp on my laptop as well as my pc

If you are asking whether you can install a single copy on two
computers, the answer is no. Each copy's license is for a single
computer only.

And by the way, both of these are "PCs"--your laptop as well as your
desktop.

Leonard and Ken gave the definitive answer if the XP you are talking about
is your Windows operating system. They are probably assuming correctly
since you posted in a Windows XP operating system newsgroup and not an
Office newsgroup. However, if you happen to be talking about Microsoft
Office XP then it would depend on the version, retail yes, OEM no.

As long as you purchase a separate license for each machine, certainly.

If you have two machines and you want Windows XP on both then you need two
copies of the operating system. If you want to install onto second PC you
will need to buy another copy of XP
