Password Protect

I am having some problems with password protecting my
Access database. I don't have a lot of experience doing
this sort of thing so here goes my attempt at explaining
my problem.
I want the database to open in a view which can not be
edited. Users should only be able to input data and
print reports. They should not have access to modify the
database in any way. The Startup section is set up such
that all of the following boxes are not checked (Display
database window, Allow full menus, Allow default shortcut
menu, Allow Built-in toolbars, and Allow toolbar/Menu
changes.) So, when a user opens the database the start
menu appears and they only have access to the forms and
reports. If I hit Shift and double click the file it
opens so that I can edit it (Displays Database Window)
I set a password and it requires the database to be open
in the "exclusive use" mode in order to set it. After
setting this password I am unable to open the database so
that it will open in the format that I am able to edit
it. Is there a way to password protect this database and
have it open in the two different formats for users and
administrators? Perhaps I haven't set the permissions
correctly but I am the administrator and users are set to
not have privileges to edit. I would like to make this
as idiot proof as possible. Does anyone have any
recommendations or solutions to my problem?

Are you holding the shift key down AFTER you enter the password and keeping
it held down until the database opens?
