password complexity on local users?

When setting "passwords must meet complexity requirements"
option to enabled and enforcing it at the domain level
through group policy, does that also enforce the policy on
local users on the machines in the domain? Thanks in
advance!

Yes. If the password policy is modified in the Default Domain policy it
effects every machine in the domain. W2K\XP and W2K3
