Q. 1

Let's say I partition a hard disk this way:

(1) Primary partition: Windows XP
(2) Primary partition: (empty)

Extended
(3) Logical 1: Data1
(4) Logical 2: Data2
(5) Logical 3: Data3

What drive letter would the second (2) primary partition be assigned?

Q. 2

Would it be possible to create 2 primary partitions, leaving the 1st
one empty and installing XP on the 2nd one? - like so:

(1) Primary partition: (empty)
(2) Primary partition: Windows XP

Extended
(3) Logical 1: Data1
(4) Logical 2: Data2
(5) Logical 3: Data3

Depends on what other drives are connected when XP is installed and how
all of them are jumpered. If only a single drive contains the above and
there are no other drives then I would say it will be D: with XP on C:.

Yes if the 2nd is the active partition at boot time.

If it's not formatted nothing. If it's formatted, the next unused letter in
your directory tree.
