PageFooter NOT at the bottom of my page !!!!

Hi guys,
Nice to meet you. I am a starter in crystal report developement.I create a document.
My problem is that the Page footer of the page DOES'NT appear in the bottom of the page but in the end of my paragraphe (that 's appear only if the PaperOrientation = PORTRAIT, in case of LANDSCAPE orientation it works good). Also, I checed the option (PrintAtBottomOfPage) but this has no effect.
What is the problem?I know that a pageFooter is always at bottom but in my case is NOT
I am really crazy
