It could be a problem with caching (e.g. your TIF) or even a problem
with intermediate caching set up by the ISP. Clear your TIF.
Then, if that is not enough, once you get a page in which seems wrong
or incomplete, press Ctrl-F5. Unfortunately, that is the only option
available to users to try to defeat such caching and it doesn't always work.
One more thing which might make a difference would be your
HTTP version settings. (Tools, Options, Advanced tab)
Toggle those and retest. If none of these things make a difference
report your problem to your ISP with complete details of what you have
done and what you are seeing.
The fact that you can use another browser is only proving that if the other
browser doesn't use your TIF and if the (hypothetical) intermediate cache
works for it then your other browser works. It says nothing about IE's use
of the TIF or any caching done for the User-Agent that IE presents.
