Page Cannot be displayed on some machines

We have several users that can open a page, but others cannot.
The site is http://www.michigan.gov/cis/0,1607,7-154-10570---,00.html,
then click the link that says "Active or Escrowed License Query" near
the top.

A direct link might be http://www2.cis.state.mi.us:7778/llist/

We are running Windows 2000, IE6. I have cleaned the temp files,
cookies, and a few other minor things. I have also reinstalled IE6.
Users have roaming profiles. Users can or cannot view the page,
depending on the machine they are using. All machines involved are
using IE6. This leads me to believe it must be a hardware issue?

I don't think it is a firewall issue, since some users can access the
site.

Please help, I can offer more details if necessary.

Run these tools in the following order with nothing else running in
background:

1. CWShredder (fix all found)

2. Ad-Aware (fix all found)

3. Spybot (RTFM but generally fix everything in red)

Important: You *must* seek updates for Ad-Aware, Spybot, etc., before each
and every use, even "right out of the box". But even they can't catch
everything, 24/7. When all else fails, HijackThis
(http://www.spywareinfo.com/~merijn/files/HijackThis.exe) is the preferred
tool to use. It will help you to both identify and remove any
hijackware/spyware. **Post your files to http://forums.spywareinfo.com/ or
http://forum.aumha.org/viewforum.php?f=30 for expert analysis, not here.**

Also update your virus definitions and then run a full system scan. From
now on, do both daily.

Just for the archives, I installed the recommended Windows 2000 update
818043 dealing with NAT translation and IPsec web sites. Rebooted, it
worked like a charm.
