Package and Deployment Wizard

I am try to create a runtime application but the Package and Deployment
Wizard is not available.

I know it has to be loaded from the add-in manager, but my Add-in manager is
empty. I do not have any add-ins available.

I thought I had Office Developers Edition loaded on my machine, but now I am
not sure... I have a "ODETools" folder under the Microsoft Office folder.

How do I make the Add-Ins available?

Are you referring to the Add-In Manager in the VBE interface, not Access
itself?

It should be in available from the VBE.

I am refering to the VBE. I have installed MSDN Library Visual Studio 6.0.
I am running MS Access 2000.

When I open the Add-In Manager in VBE, it is still empty.
