Outlook2003 using Word as Editor on Terminal server

I've read quite a few posts on Errors using Word as the Outlook Editor but
they all miss part of my error.
The Error:
Microsoft Word is not your email editor. However, Word is unavailable, not
installed, or is not the same version as Outlook. The Outlook email editor
will be used instead. You don't have appropiate permission to perform this
operation.

This Terminal server previously had Office XP on it.
The users can open Word without any permission restrictions.
Word will also error out if the File/Send to/mail recipient is chosen.

Is this possibly a DLL issue?
Is there some type of OfficeXP,2003 cleanup utility available?
