I got the following & did it:

The Personal Folders Backup add-in is available for
download at the
following Microsoft Web site:
http://www.microsoft.com/downloads/details.aspx?

Question: Does this also backup accounts, rules,
options, etc? If not what is suggested?

I believe that program only backs up the .PST file. Depending on your
Outlook version, rules may or not be stored within the .PST. Also, some
settings are stored in the .PST whereas others are stored in the registry.
