Outlook unable to connect to smtp

I can not connect to the smtp. I have the pop and the smtp correct, I feel
like I have checked Macafee and all firewalls. I dont know what else to do.
I can recieve e mails fine, I just can not send them. I use Outlook 2003. I
don't know what else to do, please HELP, if you can. Here is the message I
keep getting!

Task 'mail.comcast.net - Sending' reported error (0x8004210B) : 'The
operation timed out waiting for a response from the sending (SMTP) server. If
you continue to receive this message, contact your server administrator or
Internet service provider (ISP).'
