Outlook Toolbar Configuration

Every time I start up my Outlook session, I have two toolbars that can not be
tamed. Upon startup, I turn off the Norton Anti-spam Addin toolbar and I
move the Business Contact Manager toolbar to the end of the second line of
toolbars to eliminate the need to have three rows of toolbars at startup.
When I shut down Outlook and restart it, the configuration goes back to four
rows of toolbars with the Norton Anti-spam toolbar back on.

Any ideas on how these rogue toolbars can be tamed?

The Norton toolbar is well-known for messing up other tool bars.
