Outlook takes 2 min to load

I have a Dell with Pentium 4, 2.52 Ghz, 256 RAM. Running
XP. Excel pops up. Word pops up. Outlook takes precisely
2 minutes to load. Outlook Express takes precisely 2
minutes to load. I've spent all day with a tech. I've
ordered and scanned with Pest Patrol. I've scanned with
Norton. All clean. It's still got this delay. Any ideas
out there?

Close Outlook. Find and rename outcmd.dat to .old. (If using Windows 2000
or XP, you will need to enable searching hidden and system folders.)

Once you have done so, reopen Outlook and it should open fine. You will
need to rebuild any custom toolbars or customizations as the file outcmd.dat
controls how the toolbars display. When it becomes corrupted, it will cause
Outlook to hang because it cannot create the toolbars that you expect.

If what Milly stated doesn't work, disable MSN Messenger integration with
both OE and OL.
